Who called me from this phone number (628) 221-6770

This number showed up on my phone bill under Long Distance calling. Two times on 10/31/2018. I did not place a call to this number I don't even know anyone in San Francisco. First one was listed at 11:17am for 2 minutes and the second was listed at 11:19am for 3 minutes. I don't answer unknown calls, so my question is how do scammers manage to charge their calls to someone's bill?
