Who called me from this phone number (609) 593-9883

Caller ID said "Potential Spam". Caller hung up when the answering machine picked up (suggesting that it was some sort of phishing expedition for live numbers. Almost no hits in a Google search, and three different carriers of record (so far) on various report sites like this one....
