Who called me from this phone number (607) 251-3098

I got a call from this number and they didn't leave a message. So I called back and a lady answered claiming to be from some travel agency and then asked if I could hear her ok. She was trying to get me to say the word yes and when I wouldn't and told her I was on a do not call list she hung up. I tried to call back and got an answering service recording with a menu list and a way to remove my number from their call list. I just hung up and blocked the number.
