Who called me from this phone number (574) 598-4406

Starts with "You are hard to get ahold of" Claims to be from Indiana State Police and call is being recorded. Completely a scam, Fraternal Order is the ONLY agency allowed to call on behalf of ISP. Keep answering with "Hello" which restarts Robocall from beginning, never say Yes to ANY question!
