Who called me from this phone number (561) 689-6583

Did not answer, it is my home number so it is a spoof or a scam. Started a year or more ago and I have it blocked. They added 001 as a prefix, don’t answer, just hit on and then off. Why cannot the FCC or some other government org. stop the hassles. Really, really tired of it and I’ve been on the “do not call” list for years
