Who called me from this phone number (530) 389-3463

rec'd yet another call from 530-389-3463, when I answer .... nothing .... then it drops. When I call that number back .... a Spanish speaking person answers, I asked why they called my number, and they hang up. Happens several time a week! WTF!?
