Who called me from this phone number (516) 259-2531

Someone claiming to be Dave Holland called us to let us know I won Publishers clearing house sweepstakes. He told me I had to pay about $7000 for a gift tax registration fee. I called PCH who stated winners never owe a "gift tax registration" fee. PCH goes to winners' homes and surprise them. If the winner is not at home, they get a letter in the mail.
