Who called me from this phone number (510) 343-6132

I get robocalls from this number everyday. If I pickup the call nobody is on the other side, Dial back to remove my name nobody picks it, I blocked it and its filling my voicemail. I am registered on no calls list. Phone owner needs to be punished.
