Who called me from this phone number (503) 755-5081

I think this is a robo text scam. sent me a text asking if I planned to lower motor coverage cheaper than 40? Then says check your acceptability on wb23.us/vSvm I'm not clicking on this. Sounds like someone from a foreign country trying to hack my phone and get personal info. Beware.
