These people are idiots and know nothing about American Law, as lawsuits are not delivered over the phone, and the IRS does not call, or contact local police (oh sorry, they used the word COPS), or set up cameras on your property. Likely a spoofed number (plausibly offshore). Probably, a new twist on the old IRS Scam (no doubt since it is not working due to warnings per a combination of AG and News alerts). In short, a hodgepodge of nonsense!]
It is really like a child playing on the phone. They call and then just sit there and don't say anything. When you try to call back it is forwarded to a full mailbox
