Who called me from this phone number (480) 569-1408

This is a guy using a robodialer with his prerecorded voice talking about website design. The robodialer spoofs numbers but if you don’t answer he gives this number as a call back. Despite his claim to be a web designer googling this number produces no results for a site of his own or any other links with info. Don’t know whether to consider this a scam or just spam.
