Called and left no message

i keep getting calls from this number, when i say hello you can hear a telephone wire moving and then they hang up. something should be done too this person.why hasnt the ftc done something?

Call everyday,and never leave a message. Call from several different numbers.

When answered, call disconnected.

recorded call- hung up after 1 word

This number calls at least twice a day. Never leaves a message.

Daily phone call from Columbia station Ohio. Does not leave message.

Voice mail left threatening an arrest

Called saying from consumer affairs and asked if I can hear alright!!
