Calls to ask for your credit card numbers and information, stating you can reduce your interest rate! If so why don’t they know the numbers!!!

Called about a student loan. Man identified himself as "Charlie". I have never had a student loan so when I asked him why he was calling me, his response was "Sorry for the inconvenience." and promptly hung up. When I called the number from my office phone, I received a message that the call could not go through.
