Who called me from this phone number (423) 498-9783

This number, which belongs to the Chattanooga Electric Power Board, has been pirated by people who are trying to "sell" me an "extended warranty" on my car. They will not cease to call. They have been calling several times a week for more than a year. When I start to ask to be put on their do not call list, they hang up.They are a scam outfit. They call from a variety of numbers.
