Who called me from this phone number (412) 839-8783

Blocked on my phone, still call and and ask for someone else, tried to tell them it's the wrong number, but they either hang up before i'm done talking, or say they'll take care of it, but never do. If you call back, music plays and you never connect to an associate. This is getting ridiculous that companies are allowed to use fake numbers and continue to bother people.
