call received stating formal complaint was being filed I called back and the phone jsut rang constantly

Call came from San Diego,CA area code 619 but phone number they want to call back to us area code 401. Did not state what company they are calling from but only they will be filing a formal complaint today and to call them at ?(401) 733-3270?
