Who called me from this phone number (319) 249-3557

Robo Caller: "Call from... (long amount of silence). To accept press one. To leave a voicemail press two." This isn't the first time this caller has called, but I refuse to press either if they won't state who the call is from. Why would any business accept a strange call like this?
