Who called me from this phone number (318) 301-3669

I am on the do not call list, and this number keeps calling me over and over and over, never leaves a message, and anytime I answer it they have no speaking etc and then hang up on me. So over it, wish I could get them to stop. Even when I tried to block the call from my phone still didn't block it
