Who called me from this phone number (315) 303-0203

This was a robocall pretending to be a survey for Jackson County Health Department in Michigan. When I answered all the questions "Declined" after the first couple, the questions started repeating so I hung up. Then I found out that this number was at first a real survey number (in early 2018), and then a known scam attempting to get personal information.
