Called back after sever unsolicited unanswered calls, and just heard super loud static

I returned a missed call, a man answered and asked if I was returning a call, expecting a yes or no answer. I asked who he was, and he spit out some words real fast, and then asked the returned call question again, but I wouldn't say "yes", instead asking who he was and why he called me. He then hung up and refused to take me calls

Caller claimed to be from National Disability co. trying to get you set up for some kind of compensation. The want you to call back on a different number than they called you on. You can hear lots of people talking in the back ground.(boiler room)

I call this number back and I got the message saying something like I am sorry you can not be reached or contacted. Please try it again.

I got a call from this number, could hear someone breathing heavily before I said "hello." When I did say "hello", they used a robot voice to speak back to me. Definitely sketchy and definitely a scam or fraud call.

I never answer calls from numbers I don't recognize as I have a jerkwad for an ex. What's frustrating, and worrying, is that I get far too many of these types of calls from far too many different numbers.
