Who called me from this phone number (310) 868-2357

Got a call from 310-868-2357 claiming to be Charter Communications, doing a security check. Asked me if I could confirm blinking blue lights on my modem. I refused and told him I would just call Charter direct and talk with them and that he couldn't even speak good English. The caller curse and disconnected the call.
