Who called me from this phone number (310) 695-5015

My Voice Mail said I had a voice message (cell phone) It was a recorded call - an offer to buy my house for cash, commission would be paid by caller. She gave this number in her recorded message BUT MY CELL PHONE DID NOT RING. How do they get around a live call and just leave a voicemail?
