Who called me from this phone number (304) 451-1956

Discovered a message that had come in hours earlier while I was running errands. The FIRST hit on a Google search had complaints dating back (like this one does) over TWO YEARS! Caller ID said "Potential Spam" (oh, you think?). That site ALSO said the number was issued by VERIZON West Virginia (so much for the big carriers doing "more" to prevent spam calls...).
