Who called me from this phone number (302) 503-5952

I've received numerous unanswered phone calls from this number over the past 2 months or so. I don't ever answer but even after reporting it to the call blocking dependent, they still persist. I live in Delaware, where the area code is located, so I thought it might be someone trying to reach me (I got a new phone # recently) but after looking it up & seeing this, I'm glad I didn't answer.
