This is a robo-dialed call that uses Caller ID spoofing to trick the phone owner into believing the call is local. Since my phone was issued from the nearby area and I don't actually live there, all of the area code 270 and prefix 392 numbers are blocked from my phone. Recently an insurance scammer has been trying to get through to me using similar phone numbers in the attempt to obtain personal health care information and steal identities. Since I also block those calls I find it very coincidental that this is the new scam number.
