Who called me from this phone number (253) 880-1247

I got the call about free 9000 grant money he had my routing number and account number and said before I get the grant money I need to pay 200 to register. I'm gonna close that account and report this. I can't wait till he calls back in 2hours to tell me how to give him the 200 dllars
