Who called me from this phone number (231) 597-5119

I received a phone call from 231-597-5119 and asked for a person that no longer lives at this address and the person asked for another number. I responded with "this person does not have another number" and he said, "yes, he does - what is it". REALLY? How do we stop this? This is getting insane.
