The caller ID presents "Cleveland, OH". Rang my cell and didn't speak when I said "Hello".

It was one of those ominous hang up calls. They scare me the most because it seems sinister that the caller dials just to hang up. WHY? Is there a data capture taking place?
The caller ID presents "Cleveland, OH"; however, they left NO message. Most likely, this is a scammer, and I wasn't around to answer. Hucksters are out there to attempt to defraud people of their money!
