Who called me from this phone number (216) 298-1458

A guy named Jim who is asking for donations for the police continuously calls. He has been asked to remove my number several times. He argues with me and says next time he calls, maybe I will make a donation. I told him it is harassment and he hangs up. Then in a few days, he calls again as if he never spoke with me before.
