Who called me from this phone number (210) 756-1883

Nothing but static in a ten second voicemail. One of those where it sounds like they are in a tunnel. My voicemail for some reason puts “Okay” in the dictation section, but there’s no words. Just seems super suspicious. It’s not just this number. It seems like many companies same thing because I keep blocking the number and the next day (or hour) I get the exact same call from a different number. It’s incredibly frustrating. I can’t say it is a scam, but it seems less than on the up and up.
