Who called me from this phone number (209) 883-6281

Got an (incomplete) automated voicemail from this number that began awkwardly with "...social security fraud. Kindly call us back before we begin legal proceedings... 209-883-6281." My spouse has applied for SSDI benefits, so I'm guessing that's why they called. No idea how they knew or how they got our number though.
